Gift Card Matching Program: Terms and Conditions

Participating businesses must complete an application and agree to the following:


  • Confirm their business is a locally-owned, for-profit retail, restaurant or service-based business, physically located in Framingham, with annual sales less than $2,000,000.
  • For the purposes of this gift card matching program, retail stores are defined as clothing and apparel stores, gift and book shops, home furnishing and art stores, coffee and pastry shops, deli and sandwich shops, jewelry stores, and more. Restaurants are defined as full-service bar or restaurant. Service-based businesses are defined as barbers, salons, nail service, tour companies, pet stores, tailors, health and fitness businesses, and more.
  • Must apply to participate in the program by completing the online application by Friday, April 9, 2021 at 5PM EST.
  • Understand the Framingham Economic Development and Industrial Corporation (EDIC) has limited matching funds for the gift card matching program and once those funds are used, the gift card matching program will cease.
  • Keep a detailed record of each gift card sold in-store, online or via the telephone, during the purchase program dates: Saturday, May 1 through Sunday, May 16, 2021.
  • Provide a statement of purchases that includes identifying information for each customer and proof of purchase by Monday, 24, 2021 at 5PM EST in order to qualify for its matching gift card payment from the EDIC. The statement of purchases and proof of purchases must be emailed to EDIC@framinghamma.gov. If approved, the matching gift card payment will be mailed 2-3 weeks after the purchase information is submitted to the EDIC staff. Matching funds are available, up to $250 per business, for gift cards purchased between Saturday, May 1, 2021 and Sunday, May 16, 2021. Gift cards sold outside of that date range are not eligible for the gift card matching program. Once the business has submitted $250 in matching requests, it is no longer eligible to receive funds within this gift card matching program.
  • Not allow immediate family members (husband, wife, mom, dad, children) to purchase gift cards as part of this gift matching program, including the business owner. If this act is committed, your business will be immediately withdrawn from the program.
  • Follow the Massachusetts gift card law: If the gift card or certificate is of the kind which value cannot be added to it and the card or certificate has been redeemed for at least 90% of its face value, the holder under Massachusetts law can request to receive the balance in cash. If the gift card or certificate is of the kind which value can be added to it and the balance is $5.00 or less, the holder under Massachusetts law can request to receive the balance of $5.00 or less in cash.
  • Charge any applicable sales tax at the time of sale.
  • Understand they may be responsible for taxes on matching funds from the City. The business owner should contact their accountant for guidance on tax implications.
